Canyon lots make retaining walls a structural discipline rather than a landscape one. This is the part of a San Diego hardscape budget that surprises people.
Water arrives concentrated. A terrace built for average rainfall meets a winter storm running off dry, hard ground, and on a slope that water carries real energy. Drainage gets designed for the storm, and it has to discharge somewhere legitimate rather than into the canyon or the neighbour below.
Near the coast, salt and pool chemistry both attack unsuitable stone and jointing. Material selection here is about durability under exposure as much as looks - and surface temperature still matters around a pool, even in a mild climate.

Do retaining walls need a permit?
Above a modest height, yes, plus engineering and drainage behind them. On a canyon lot this is not optional.
Pavers or concrete?
Pavers lift and relay, which suits ground that moves. Concrete gives a monolithic look. Both work when the base is right.
Why did my terrace sink?
Usually the base - uncompacted fill or no drainage strategy will sink any material, however good it looked new.
