What this means in San Diego
State law caps how restrictive local ADU standards can be and sets review timelines, and San Diego has gone further than the minimum in encouraging them. In practical terms that means more lots qualify than owners assume, and the additional parking requirement that used to kill projects frequently does not apply.
Canyon lots are the local complication. Slope, access for construction, and brush management setbacks between structure and vegetation can all constrain where a detached unit can physically sit - sometimes more than the zoning does. On coastal parcels, coastal zone review may add a layer as well.
Utility capacity is the practical one. An older panel often cannot carry a second dwelling without an upgrade, and on a detached unit the trench run for services is a real line item worth knowing about before design rather than after.
