The most important early question in the Valley is whether you are building a room or a dwelling. Add a kitchen and bathroom and it becomes an ADU - which, thanks to California's ADU rules, is frequently the easier path rather than the harder one. It can also remove the parking replacement question that used to complicate these projects.
Comfort decides whether the room gets used. An unconverted garage has no insulation and a door built for a vehicle, and Valley summers are considerably hotter than the coastal side of the city. Insulating properly and sizing the HVAC connection correctly is most of the difference between a usable room and an expensive storage space.
Two practical checks. Older garages often have a slab poured lower than the house and sloped to the door, so the floor has to be built up - which costs ceiling height. And the existing panel frequently lacks capacity for a conditioned, fully wired room, particularly if the conversion includes a kitchen.

If you want rental income or a genuinely independent space, an ADU. If you want another bedroom or an office, a room is simpler. California's ADU rules mean the dwelling route is often less restrictive than owners expect, so it is worth pricing both.
Will I lose the parking space?
Possibly, but state ADU law removes the replacement parking requirement in many common situations. We confirm what applies to your parcel at assessment.
Do I need a permit?
Yes. It changes the use of the space and involves structural, electrical and mechanical work. Unpermitted conversions also cause real problems at resale and refinance.
