It caps how restrictive local ADU standards can be, sets maximum review timelines, and in many situations removes the additional parking requirement that used to kill projects. Practically, that means far more Valley lots can support an ADU than most owners assume.
The constraints that remain are physical and local. Setbacks, height limits and lot coverage still apply. On hillside parcels, slope and access can be the deciding factor, and grading turns a straightforward build into a more involved one. Utility capacity matters too - an older panel often cannot carry a second dwelling without an upgrade.
Fire requirements are the Valley-specific piece. Parcels in or near the Wildland-Urban Interface bring fire-resistive construction and defensible space into the design, and sprinklers may come into scope depending on the property and the unit. All of it is manageable when established at feasibility.
